The Republic of Senegal Ministry of Health and Social Action, under the authority of the Prime Minister, prepares and implements the policy defined by the Head of State in the field of health, the prevention, health and social action.

The Directorate General for Health is responsible for the preparation, implementation and monitoring of the health policy. It is also responsible for coordinating and monitoring the implementation of health programs. The General Directorate of Social Action is responsible for preparing and implementing the National Social Action Policy.

The new government strategy is inclusion. However, specific interventions (using a twin-track approach) will be implemented for persons with disabilities. The Government is also implementing all the components of Community Based Rehabilitation (CBR) and financing CBR country wide. There are limitations with the finances remitted to every district and a set of activities that can be used for the CBR programme.

Conflict and Humanitarian Contexts Updates Progress

Senegal is developing under the supervision of the Ministry of the Interior an inclusive national contingency plan. A favorable technical opinion was issued by the Ministry of Health and Social Action in April 2017 to include persons with disabilities in humanitarian action. On this subject, Senegal plans to develop cooperation to strengthen national expertise.

Women and Girls with Disabilities Updates Progress

Commitment year: 2018

In 2013, women with disabilities constitute 6.2% of the disabled population in Senegal compared to 5.6% for men. This year, the State supported the development of the action plan of the national committee of women with disabilities. This action plan will be implemented in coherence with the national action plan on disability previously mentioned.

Data Disaggregation Updates Progress

Commit to use the Washington Group questions 
In 2013, people with disabilities in Senegal represent 797,014 inhabitants and represent 5.9% of the total population. This census used the method of the Washington Group provided disaggregated data on disability. As part of the implementation of the Equal Opportunities Card program, Senegal has adopted a national instrument for measuring disability that also facilitates the collection of statistical data on disability.

Routes to Economic Empowerment Updates Progress

Commitment year: 2018

Access to financial services 
Engage all sectoral Ministries, Departments and Agencies to allocate quotas for Persons with Disabilities across major National poverty reduction/wealth promotion programs.

In partnership with development partners, Senegal has implemented economic projects for disabled people's organizations.For illustration, 62,195 individual and collective socio-economic projects for a total cost of 2.3 billion under the National Program for Community-Based Rehabilitation from 2012 to 2017.These achievements will be consolidated as part of a multisectoral approach.

Inclusive Education Updates Progress

Inclusive education sector plans
Finalise the development of the ‘National Inclusive Education Policy’, a costed action plan and fund its implementation by 2020;

Adoption of the law of orientation of the National Education n ° 71-36 of June 3, 1971 affirms in its article 2, the right recognized to all the Senegalese to receive the instruction and the formation. 

Adoption of Law No. 91-22 of 16 February 1991 on the orientation of National Education strengthens this political will by placing under the responsibility of the State the realization of the right to education. 

This political will has resulted in Senegal's commitment to achieving inclusive and equitable quality education in the implementation of the Program for Improving Quality and Equity (PACKET). Since 2015, the Ministry of National Education has allocated a budget line of one hundred million (100,000,000) to inclusive and special education for the purchase of equipment and teaching materials. Also in the development of inclusive education, a sectoral national policy document on inclusive and special education is being developed for a holistic approach in the education and training sector.

The State of Senegal has initiated inclusive public policies involving all ministerial sectors, financial partners and civil society:-Adoption of the social orientation law 2010-15 of July 6, 2010 on disability in the process of application,-implementation of specific projects and programs (equal opportunities card, community-based rehabilitation, inclusive education,-Presence of persons with disabilities to high office (Presidency of the Republic, National Assembly, national councils, local authorities)

Timeframe of the National Multisectoral Disability Action Plan with a projected cost of $ 47.3 billion for the period 2017-2021.
