Roles and Responsibilities in Implementation

By endorsing the Declaration, governments from both Global South and North have declared their joint responsibility to strive towards achieving both targets.

Countries listed as Official Development Assistance (ODA) recipient countries will be in the driver’s seat for achieving the 15 percent target in their own country. Implementation of the Declaration will build on existing instruments at the country level without creating additional structures for monitoring or funding.

Alongside governments, many development banks as well as international and multilateral organizations are also supporting the Declaration. Their commitment is essential for the successful implementation of the “15 percent for the 15 percent” target, since they play an important role in shaping project designs and financing programs.

Civil Society Organizations, in particular OPDs, play a key role in advocating for the implementation of the Declaration. They can amplify awareness within their networks and support governments with their expertise.

Support for Implementation: The Joint Helpdesk

A Joint Helpdesk (JHD) supports the implementation of the Declaration. It consists of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) – the German agency for international cooperation, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) – the United Nations Global Disability Fund (UNGDF), the United Nations Children’s Fund (UNICEF) and the International Disability Alliance (IDA). A Secretariat hosted by GIZ coordinates the JHD. It is mandated by the GDS-Secretariat with a view to embed the JHD’s activities into the wider follow-up efforts to the GDS 2025.

The JHD offers the following services:
Data collection and analyses: 

Country Data Briefs for ODA recipient countries providing an overview of the status of disability inclusion in the ODA portfolio and the donor landscape.
Standardized trainings: 

Facilitated and self-paced trainings offered globally, tailored to governments and OPDs respectively. Training content: the Declaration’s 15 percent target, the OECD DAC disability inclusion marker, and disability inclusion in international development programs.
On demand, country-specific advisory services:
Services tailored to requests. Designed and delivered in close consultation with existing structures of development cooperation.

The JHD will operate on a Country Focal Point model with GIZ, UNGDF and UNICEF taking the respective lead in a given country and engaging with a national OPD lead, coordinated by IDA.
